Glitch forces manual tabulation for U.S. House race

Elections officials in Hidalgo County recounted votes for U.S. House District 28 manually Tuesday after learning the device that downloads results from its electronic machines malfunctioned.
Questions surfaced after early returns showed Contstitution party candidate Ron Avery, an unlikely longshot in the race, leading Democratic incumbent Henry Cuellar and other Democratic candidate Frank Enriquez by a wide margin.
Thirty-seven precincts in Hidalgo County were affected by the technical glitch, said Ann McGeehan, director of elections for the Secretary of State's office.
McGeehan said votes would be counted from a printout generated by each voting machine.
