RYAN KEITH Associated Press 24 January 2008 At least six Illinois counties - Kendall, Hancock, JoDaviess, LaSalle, Wabash and Woodford - have had significant delays in receiving their ballots for the rapidly approaching election. Some received their ballots this week, while a couple are still waiting.

The ES&S M100 optical scan machines the county uses to count ballots at polling places did not pass the pre-election "logic and accuracy" tests.

Florence County experienced the same problem with retrieving results at the end of voting as Horry County at the end of polling on Saturday night. But Florence County was able to release its full results by 2 a.m. Sunday, seven hours after voting ended, said Mike Young, the director of elections and registration for the county. It took Horry County 36 hours.

Jim Hulen-NorthMyrlteBeachOnline.com 20 January 2008 Before every election, all voting machines are tested to make sure they are operating correctly. One way this is done is by casting test votes on the machine to be sure it is recording them accurately. The final step in this process is to perform a "clear and test" procedure. This resets the test votes recorded on the machine to zero. Without performing this measure, the voting system will not allow machines to be opened for voting on Election Day. Horry County voting machine technicians worked throughout the morning and early afternoon to visit these affected precincts and perform this procedure.

Up to 1,500 votes may be cast on paper ballots in the Republican primary today in Horry County, S.C., which includes Myrtle Beach, because of voting machine problems due to human error on the part of county election commission staff, who failed to properly prepare the machines, state and county election officials said. After being tested, the machines should have been reset in preparation for election day, but that did not happen prior to this morning.
